Compare ISO certification quotations against the same standard, activities, sites and buyer requirement. Then separate preparation support from the certification body’s audit and decision, and identify the work included after issuance. A lower total is meaningful only when you understand what each offer covers and what remains outside it.
ISO recommends considering several certification bodies and checking their accreditation and conformity-assessment practices. Use that advice to ask precise questions; neither price nor the word “international” establishes whether an offer fits your company. ISO’s guidance on choosing a certification body
Put the offers on the same basis
The questions below are a practical comparison aid. They do not replace the buyer’s conditions or the certification body’s assessment of your application.
| Compare | Why it matters | Ask before accepting |
|---|---|---|
| Standard and buyer requirement | Offers may address different objectives. | Does each offer address the exact requirement I received? |
| Activities and sites | A narrower scope changes the comparison. | Which operations and locations are included? |
| Preparation and certification | These are different responsibilities. | Who prepares the system, who audits it, and what is excluded? |
| Issuer and accreditation | The proposed route must match any stated buyer condition. | Which body will issue the certificate and, if accreditation is required, what accredited scope applies? |
| Initial and ongoing work | An initial offer may omit later services. | Are audit stages, surveillance, renewal and travel included or separately quoted? |
Why two quotations can legitimately differ
For quality, environmental and occupational health and safety management systems, IAF MD 5:2023 links audit-time planning to personnel and other factors, including the operation’s complexity or risk. Headcount alone is insufficient. This document does not set a market price, and its rules should not be assumed to apply identically to every ISO standard. IAF MD 5 audit-time guidance
Ask each provider to explain its assumptions about sites, existing systems and the support you need. If one quotation includes preparation and another covers only certification-body work, request separate written items before comparing totals. Do not infer that a cheaper offer is false or that a more expensive one guarantees acceptance. Preparation support versus the certification body’s role
A hypothetical comparison: office and warehouse
Imagine a supplier with an office and a separate warehouse. Offer A describes only office-based sales; Offer B also addresses warehousing and dispatch. The two totals are not yet comparable. First ask which activities and locations the buyer expects the certificate to cover, then request quotations for that same proposed scope. Understand certificate scope, activities and sites
Resolve differences before accepting an offer
Request an updated written offer if an important assumption changes. Record the proposed scope, named responsibilities, inclusions, exclusions and arrangements for later work. If the buyer names an accreditation condition, confirm it before commitment. A quotation describes proposed services; it does not itself establish that certification will be granted or a tender accepted. Check what accreditation does and does not establish
